Pela is a 4-star Nihility support who lowers the DEF of every enemy with her Ultimate and can remove enemy buffs with her Skill. She barely needs anything beyond her Basic ATK, so she leaves plenty of Skill Points for the team, and her Ultimate is cheap enough to be up almost all the time. She is the easiest source of DEF reduction to get in the game, so she is well worth the materials.
A great fit if you play Acheron or Dr. Ratio, since both of them run on enemy debuffs, or an Ice team like Jingliu's once Pela has E4. To keep up with the dedicated debuffers, she needs Resolution Shines As Pearls of Sweat.
Pela applies debuffs, she is not there to deal damage. Give her enough Effect Hit Rate so her debuffs always land and enough SPD so she acts often, then put the rest into HP% and DEF% to keep her alive.

Effect Hit Rate comes first on the Body, then HP%. SPD on the Feet lets Pela act more often, and every Basic ATK turn gives the team another Skill Point. An Energy Regeneration Rate Link Rope gets her Ultimate up sooner. For the Planar Sphere, take HP% or DEF% to make her sturdier.
Effect Hit Rate and SPD matter most. Once you have 67% Effect Hit Rate, switch to stats that keep Pela alive, like HP% or DEF%. Aim for 30% Effect RES if you use Broken Keel.
Her Ultimate is her main debuff, and leveling it raises the DEF reduction. Her Talent restores Energy after she attacks, and leveling it raises how much she gets back. Basic ATK is only there to generate Skill Points and her Skill is mostly for removing enemy buffs, so those two go last.
The Secret Strategy raises the whole team's Effect Hit Rate by 10% while Pela is on the field, which actually helps everyone, so unlock it first. The other two only raise Pela's own damage and won't turn her into a damage dealer.
E1 restores 5 Energy whenever an enemy is defeated, making her Ultimate even easier to cycle. E4 lets her Skill lower the target's Ice RES by 12% for 2 turns, a great fit for Ice teams. E5 is also worth it because it levels up her Ultimate and Talent, meaning a bigger DEF reduction and more Energy back. E2 is situational because the enemy needs a buff to remove first, and E6 only adds a little damage for Pela herself.
Pela is one of the best supports for Acheron: she lowers the DEF of every enemy and keeps applying debuffs, which is exactly what Acheron needs to work. With Resolution Shines As Pearls of Sweat, Pela applies a debuff just by using her Basic ATK. Silver Wolf can implant a missing Weakness on enemies, Welt Slows enemies and delays their turns, and Guinaifen and Luka add DoTs.
This team is at its best once Pela has E4, because her Skill then also lowers the enemy's Ice RES for Jingliu. Pela leaves plenty of Skill Points, so she pairs nicely with Jingliu. Seele and Dan Heng • Imbibitor Lunae are not Ice, but they still get a lot out of Pela's debuffs, and Imbibitor Lunae especially likes teammates who generate a lot of Skill Points. Gepard can replace Luocha if you want a shield, and March 7th is the Ice tank option if you don't have Luocha.
Pela is one of the easiest debuffers to build for Acheron. With Resolution Shines As Pearls of Sweat every Basic ATK is a debuff, E4 adds one on her Skill, and her cheap Ultimate can be used back to back.
He also relies on enemy debuffs to work, so Pela is a very good partner for him.

His high single-target damage works really well with Pela's DEF reduction. He can replace Jingliu in the Ice team.

Her Ultimate, Zone Suppression, deals Ice DMG to all enemies and inflicts Exposed, which lowers their DEF for 2 turns. It only costs 110 Energy, lower than usual. On top of that, her Talent Data Collecting restores up to 10 extra Energy after each attack if the enemy is debuffed. This counts once per attack, not once per enemy, but 10 Energy right after her Ultimate is still a lot. Add some Energy Regeneration Rate and Pela gets her Ultimate back very quickly.
Pela never has to use her Skill, so most of the time you can just use Basic ATK. Only use her Skill, Frostbite, when the team has Skill Points to spare, when she needs a little more Energy for her Ultimate, or when you face enemies that buff themselves. Her Skill removes 1 buff from the target, but it can't remove buffs marked as Unremovable. With Before the Tutorial Mission Starts, Pela stays Skill Point positive and often gets her Ultimate back every 2 turns, keeping her DEF reduction up almost the whole fight.
Her DEF reduction only ticks down on the enemy's turns. So the faster Pela is compared to the enemies, the more time you have to get her Ultimate back while the debuff is still on them. That is why you should build Pela fast and sturdy instead of going for damage stats.
Pela's DEF reduction stacks with other ways to reduce or ignore DEF, and the more you stack, the bigger the damage gain. For example, a main DPS wearing 4 pieces of Genius of Brilliant Stars ignores 10% DEF, or 20% against enemies with a Quantum Weakness, which is why Pela often shows up next to Quantum characters. Past a certain point, though, other ways of raising damage will pay off more, depending on your main DPS and the enemies you face.
