March 7th is an Ice Preservation character who puts a Shield on one ally and Counters when that Shielded ally gets hit. She keeps a team alive well through the early and mid game, and later finds her own niche as crowd control: her Ultimate hits every enemy and can Freeze the whole field. In the hard endgame modes she falls behind, so she is only worth investing in if you really need a Shield or want to play around Freeze.
A good fit for newer players who need someone to keep the team alive, or for anyone running Clara or Arlan who needs a bodyguard for them. If you already have a stronger sustain unit, March should give up her spot.
March's Shield scales off her DEF, so DEF is her main stat. Then pick a direction: for a pure Shield build, skip Effect Hit Rate entirely, and if you want to Freeze more often, you need to stack Effect Hit Rate too.

On the Body, take DEF% if all you need is a thick Shield, or Effect Hit Rate for a Freeze build so her Ultimate lands Freeze more often. SPD Boots let March take more turns each cycle. For the Link Rope, Energy Regeneration Rate comes first so her Ultimate comes back sooner, but DEF% works too.
For a Freeze build, get Effect Hit Rate up to about 64%, at the same priority as reaching your SPD breakpoint, then go for DEF%. For a pure Shield build, ignore Effect Hit Rate and put everything into SPD and DEF%. Effect RES is more worth chasing when you use Broken Keel, since that set needs at least 30%.
Her Skill is March's main tool, and the higher its level, the tougher the Shield, so level it first. Her Ultimate is mostly there for the AoE Freeze, and her Talent mostly helps charge her Ultimate faster. Basic ATK is only for recovering Skill Points, so there is no rush.
Purify lets her Skill remove 1 debuff from an ally, which is handy when you need it. Ice Spell raises her Ultimate's base chance to Freeze from 50% to 65%, which makes Effect Hit Rate worth much more, so it is a key Trace for a Freeze build. Reinforce extends the Shield by 1 turn, which rarely makes a difference.
With E1, March regenerates 6 Energy every time her Ultimate Freezes a target, so her Ultimate comes back much faster. Pair it with enough Effect Hit Rate. E4 lets her Counter 1 more time each turn and adds 30% of her DEF to the Counter's DMG, and the extra Counter brings in a bit more Energy. E6 makes allies with her Skill's Shield restore 4% of their Max HP at the start of each turn, turning March into a light secondary healer. That helps if you don't have a second healer, but the amount healed is small.
March puts her Shield on Clara so enemies target her more, and the more Clara gets hit, the more she Counters. Whenever the Shielded ally is hit, March Counters too. The last slot can be a team-wide healer like Bailu or Natasha to cover the hits that don't go to Clara, or you can swap in a single-target damage dealer instead.
Arlan gets stronger the closer he is to running out of HP, so he needs a shielder. March's Shield keeps him at his strongest without letting him get knocked out easily. Tingyun and Bronya boost his damage, and Bronya also gives him extra turns.
March uses her Skill on herself to draw attacks and wears Trend of the Universal Market. Every time she gets hit, she applies a debuff to the enemy, which helps Acheron build up her charges faster.
March's Shield makes Clara more likely to get hit, so Clara Counters more often. The two clearly work well together.
Arlan is at his strongest when he is close to running out of HP, and March's Shield keeps him there without him getting knocked out easily.
One of the few damage dealers March still pairs well with: she Shields herself and wears Trend of the Universal Market to apply debuffs every time she gets hit.
Boosts one ally's DMG and gives Energy so a damage dealer like Clara can use their Ultimate sooner.
Raises one ally's CRIT DMG and gives them an extra turn with her Skill.
Lowers enemy DEF and removes their buffs, so your damage dealer hits harder.
Raises the whole team's SPD and ATK.
Improves the whole team's Break efficiency, so March and other Ice characters can Weakness Break enemies sooner.
Heals the whole team, covering the hits that don't go to the Shielded ally.
Her Skill, The Power of Cuteness, gives one ally a Shield based on March's DEF. If that ally is at 30% HP or higher, enemies become much more likely to attack them. How much damage the Shield soaks also depends on the Shielded ally's own DEF, so high-DEF characters like March herself get more out of it than fragile ones. That is why the Shield usually goes on March herself to pull attacks away from weaker allies, on a Destruction character, or on a damage dealer who wants to get hit, like Clara and Arlan.
Her Talent, Girl Power, makes March Counter right away whenever a Shielded ally is attacked, up to 2 times per turn (E4 adds 1 more). Each Counter gives March 10 Energy, so when she is getting hit a lot, her 120-Energy Ultimate comes back fairly quickly.
Her Ultimate, Glacial Cascade, deals Ice DMG to all enemies, and each one has a 50% base chance to be Frozen for 1 turn. Frozen enemies cannot act and take Additional Ice DMG at the start of each turn. The Ice Spell Trace raises that chance to 65%, and Effect Hit Rate works off that base number, so if you want Freeze to land consistently, you need enough Effect Hit Rate. Her Ultimate is also good for breaking the Ice Weakness of several enemies at once.
Every Shield costs 1 Skill Point, and because the Shield draws attacks, it tends to break quickly and needs to be reapplied. A Freeze build also likes to use her Skill often to charge her Ultimate faster. So a team with March needs to be set up so your damage dealer doesn't run short on Skill Points.
