Since his buff in version 4.2, Welt works as both a support and a main DPS. His Ultimate puts every enemy into the Weightless state: each hit delays their action, their DEF drops by 40%, and allies who attack them build up a stacking DMG boost. That debuff alone is reason enough to build him.
Welt fits into almost any team, and as a standard character he is great value for newer players. The catch is that he is hard to play well: you need to time his Ultimate and watch the turn order to get the most out of him.
This build is about spreading his debuffs reliably and taking as many turns as possible. That makes Effect Hit Rate and SPD the two stats to sort out first.

Effect Hit Rate body and SPD boots are a must. For the sphere, Imaginary DMG Boost or HP% both work. On the rope, Energy Regeneration Rate gets his Ultimate back faster, and ATK% is also fine.
Enough Effect Hit Rate makes his debuffs land consistently, and more SPD means more turns for Welt. With SPD, keep the breakpoints in mind instead of stacking it blindly.
His Skill is his main source of damage, so level it first. Leveling the Talent raises the Additional DMG he deals whenever he hits a Slowed enemy. Leveling the Ultimate increases how far enemies are delayed. Basic ATK comes last.
Retribution gives allies a 10% DMG boost each time they attack an enemy in the Weightless state, stacking up to 10 times, and Welt regenerates 30 Energy at the start of battle. Judgment adds one extra instance of DMG to his Basic ATK and Skill. Punishment turns Effect Hit Rate above 40% into ATK, 20% ATK for every 10% over, up to 80%. All three matter, so unlock them all.
E4 lowers the All-Type RES of enemies in the Weightless state by 30%, which helps the whole team. E1 adds one extra instance of DMG when his Skill or Ultimate hits an enemy in that state. E2 regenerates 3 Energy each time his Talent triggers, so his Ultimate comes back faster. E6 gives 30% CRIT Rate and 60% CRIT DMG when his Skill or Ultimate hits a Slowed enemy, but it may not apply to his Talent's Additional DMG, which is his biggest damage source.
After his buff, Welt can be an Imaginary main DPS who deals a lot of damage while still spreading his debuffs. Build him like a normal DPS with CRIT Rate, CRIT DMG and ATK, but keep enough Effect Hit Rate.

Use SPD boots when you need to reach 135. If Sparkle or Trailblazer (Remembrance) is the only one advancing his turn, stay at base SPD and take ATK% boots. For the sphere, go Imaginary DMG Boost first, ATK% if you don't have one.
Effect Hit Rate and SPD only need to reach the targets below. Once they do, put everything into CRIT Rate and CRIT DMG. If your Light Cone already gives Effect Hit Rate, the target is even easier to hit.
Sparkle buffs his damage, advances his turn and gives extra Skill Points so Welt can use his Skill every turn. Tribbie gives the team RES PEN and adds attacks of her own, which stacks up Welt's DMG boost faster. Dan Heng • Permansor Terrae shields the team, boosts ATK and gives Welt a summon for extra attacks. Robin, Bronya or Tingyun can also fill a support slot.
As of Himeko • Nova's release, Welt is the only viable teammate who can enable her Decimation state, so this team practically needs him. His Ultimate lowers enemy DEF and delays their turns, which takes pressure off your sustain. Himeko • Nova attacks very often, so she keeps triggering Welt's action delay and DMG boost. Swap in Mortenax Blade and the two of them stack very deep DEF reduction plus a very large Ultimate DMG boost.
Welt debuffs enemies, delays their turns and makes them take more DMG. He is a Nihility character, so he counts toward the Nihility teammates Acheron needs. Silver Wolf adds more DEF reduction and a range of other debuffs. With Dr. Ratio, Welt's debuffs make it easier for Dr. Ratio to trigger a Follow-up ATK. With Sushang, Slow helps Sushang land more hits. Ashveil's constant Follow-up ATKs stack Welt's DMG boost very quickly.
Welt delays enemies and applies Weightless so they take more DMG. Trailblazer (Remembrance) advances Welt's turn and lets him deal True DMG. Asta raises Welt's ATK and SPD, and her Skill hits several times. Dan Heng • Permansor Terrae shields the team, boosts Welt's ATK further and gives him a summon for extra attacks.
As of her release, Welt is the only viable teammate who can enable her Decimation state. In return, she attacks very often and keeps triggering his action delay and DMG boost.
Welt and Mortenax Blade form a very strong damage amplification pair through deep DEF reduction. Having Welt as the Nihility ally switches on Mortenax Blade's Ultimate DMG bonus.
Welt counts toward the Nihility teammates Acheron needs. He brings 40% DEF reduction, a stacking DMG boost, and at E4 a further 30% All-Type RES reduction.
Both of them reduce DEF, adding up to 80%. Ashveil's constant Follow-up ATKs fill Welt's DMG boost very quickly.

After using Synthetic Black Hole, Welt puts every enemy into the Weightless state for 2 turns. Weightless has no base chance, so it always lands when you use the Ultimate. Each time an enemy in Weightless is attacked, its action is delayed by 4%, up to 8 times per target per turn. His Talent Time Distortion also lowers their DEF by 40% and their SPD by 5%. With the Retribution Trace, each time an ally attacks an enemy in Weightless, that ally gains a 10% DMG boost, stacking up to 10 times.
His Skill Edge of the Void hits one target, then deals DMG 4 extra times to random enemies, and each hit has a chance to Slow. When Welt attacks an enemy that is already Slowed, his Talent adds Imaginary Additional DMG, and it triggers on every hit. That is why his Skill is his main damage source. When only one enemy is left, every bounce lands on it, so breaking its Toughness gets easier too.
Welt turns battles around by slowing and delaying enemies. Use his Ultimate during the enemies' turn so your characters get to move first. Enemies in Weightless are delayed every time they are hit, so the more your team acts before their turn, the further back they get pushed. Sometimes you can even use his Ultimate to cancel an enemy's Extra Action.
His Technique Gravitational Imprisonment creates a Special Dimension for 15 seconds that reduces the movement speed of enemies inside by 50%. Entering battle with enemies in it gives a 100% base chance to Imprison them for 1 turn, delaying their actions by 20% and reducing their SPD by 10%. This affects every enemy in the battle.

Deals Imaginary DMG equal to 180% of Welt’s ATK to all enemies, with a 100% base chance for enemies hit by this ability to be Imprisoned for 1 turn.
Imprisoned enemies have their actions delayed by 44.0% and SPD reduced by 10%.
When hitting an enemy that is already Slowed, Welt deals Imaginary Additional DMG equal to 75% of his ATK to the enemy.
After using Welt’s Technique, create a Special Dimension that lasts for 15 second(s). Enemies in this Special Dimension have their movement speed reduced by 50%. After entering battle with enemies in the Special Dimension, there is a 100% base chance to Imprison the enemies for 1 turn.
Imprisoned enemies have their actions delayed by 20% and SPD reduced by 10%. Only 1 Dimension Effect created by allies can exist at the same time.
After using Ultimate, Welt gets enhanced. Then, the next 2 time(s) he uses Basic ATK or Skill, deals 1 extra instance of Additional DMG to the enemy target. The Additional DMG dealt when using Basic ATK is equal to 50% of Basic ATK DMG multiplier. The Additional DMG dealt when using Skill is equal to 80% of Skill DMG multiplier.
When his Talent is triggered, Welt regenerates 3 Energy.
