Jing Yuan is an AoE Lightning DPS, but most of his damage doesn't come from him. It comes from the Lightning-Lord, a summon that follows him around and takes its own turns. Your job is to use his Skill and Ultimate to stack up extra hits on the Lightning-Lord before it acts. Right now he needs Sunday a lot, and his damage drops sharply without him, so think carefully before pulling him fresh.
A good fit if you already own Sunday, because Sunday changes how Jing Yuan plays completely. If you don't have Sunday and only have Sparkle or Bronya, he still works, just clearly weaker.
Jing Yuan builds like a normal DPS: ATK, CRIT Rate and CRIT DMG. The one thing to watch is his SPD, which has to line up with whoever advances his turn.

Body: CRIT Rate first, CRIT DMG works too. Feet: SPD when you play with Sunday and need to hit a SPD breakpoint. If you run Sparkle in a fast turn-advance setup instead, keep Jing Yuan at base SPD and use ATK% Feet. Sphere: Lightning DMG Boost first, ATK% as the backup. Rope: ATK%.
You only need enough SPD to line up with Sunday. Once you have it, put everything into CRIT. Try to keep roughly 1% CRIT Rate for every 2% CRIT DMG.
His Talent is the Lightning-Lord, his main source of damage, so level it first. Skill and Ultimate both deal damage and add hits to the Lightning-Lord. Basic ATK goes last, since you only use it when you run out of Skill Points.
War Marshal gives 10% CRIT Rate for 2 turns after each Skill. Battalia Crush gives the Lightning-Lord 25% CRIT DMG for its next turn if it has 6 or more Hits Per Action, which is active almost all the time. Savant Providence gives 15 Energy at the start of battle. Nice to have, but it comes after the other two.
E1 raises the damage that splashes onto adjacent enemies every time the Lightning-Lord attacks, and it's active the whole fight. E4 makes Jing Yuan regenerate 2 Energy per Lightning-Lord hit, so his Ultimate comes up faster and it's easier to stack hits to the max. E6 makes each enemy hit by the Lightning-Lord Vulnerable: each stack makes them take 12% more DMG until the end of the Lightning-Lord's current turn, stacking up to 3 times.
Sunday is the key support here: he advances both Jing Yuan and the Lightning-Lord and adds DMG buffs too. Make sure Sunday is exactly 1 SPD slower than Jing Yuan. Robin boosts Follow-up ATK DMG and gives extra actions, while Aventurine keeps the team shielded. Huohuo is also a great sustain thanks to her buffs and Energy, but Aventurine is the better fit in stages with heavy crowd control.
Asta is close to a must in this team: her Ultimate lets Jing Yuan use his Skill twice before the Lightning-Lord's turn, and she raises his ATK too. Trailblazer (Preservation) provides shields, and Natasha heals and removes debuffs with her Skill.
Without Sunday, Sparkle is the replacement, though a much weaker one. Give Sparkle 160 SPD or more so she pulls Jing Yuan to the front of the turn order, and keep Jing Yuan at base SPD with ATK% Feet. Bronya also advances Jing Yuan with her Skill and gives CRIT DMG with her Ultimate.
His best support, advancing both Jing Yuan and the Lightning-Lord. Having Sunday or not makes a massive difference. Remember to set Sunday 1 SPD slower than Jing Yuan.
His second-best teammate, with lots of buffs and extra actions, plus a boost to the Lightning-Lord's Follow-up ATK DMG.
A great buffer for almost any team. Just watch her SPD boost so it doesn't throw off the SPD tuning you set up.
The 4-star option if you don't have Robin, giving Jing Yuan ATK and Energy.
Stands in for Sunday if you don't have him, advancing Jing Yuan and giving extra Skill Points. Give her 160 SPD or more.
Raises Jing Yuan's ATK, and her Ultimate lets him use his Skill twice before the Lightning-Lord's turn.
His best sustain: she heals, buffs his ATK and restores his Energy.
Shields the whole team, and he's a better pick than Huohuo in stages with so much crowd control that cleansing can't keep up.
At the start of battle, Jing Yuan summons the Lightning-Lord, which takes its own turns with 60 base SPD and 3 base Hits Per Action. Each hit is a Follow-up ATK on one random enemy, and adjacent enemies take 25% of that damage. Every hit is also its own damage instance, so against a big group the damage spreads evenly, while against a single boss it all lands on that one target. After it acts, the Lightning-Lord goes back to 3 hits and 60 SPD.
His Skill adds 2 hits and his Ultimate adds 3 hits to the Lightning-Lord's next turn, up to a max of 10. Each extra hit also gives the Lightning-Lord 10 SPD, so it acts sooner. Basic ATK adds no hits at all, so you want to use his Skill almost every turn. Try to reach at least 6 hits before the Lightning-Lord acts so Battalia Crush kicks in.
At 135 SPD, Jing Yuan gets 2 turns in the first cycle. With Sunday, give Jing Yuan 134 SPD or more and make Sunday exactly 1 SPD slower, so Sunday can advance him right away. With Sparkle or Bronya it works the other way around: Jing Yuan stays at base SPD and the support gets 160 SPD or more to pull him forward.
When Jing Yuan is hit by a Crowd Control debuff, the Lightning-Lord can't take action, and losing that turn costs you a big chunk of damage. If Jing Yuan is knocked down, the Lightning-Lord disappears too. In stages where enemies throw a lot of CC around, bring a sustain who can keep him safe, like Aventurine.

When the Lightning-Lord takes action, its hits are considered as Follow-Up ATKs, with each hit dealing Lightning DMG equal to 83% of Jing Yuan’s ATK to a random single enemy, and enemies adjacent to it also receive Lightning DMG equal to 25% of the DMG dealt to the primary target enemy.
The Lightning-Lord’s Hits Per Action can reach a max of 10. Every time “Lightning-Lord’s” Hits Per Action increases by 1, its SPD increases by 10. After the “Lightning-Lord’s” action ends, its SPD and Hits Per Action return to their base values.
When Jing Yuan is knocked down, the “Lightning-Lord” will disappear.
When Jing Yuan is affected by Crowd Control debuff, the “Lightning-Lord” is unable to take action.
After the Technique is used, the Lightning-Lord’s Hits Per Action in the first turn increases by 3 at the start of the next battle.
When Lightning-Lord attacks, the DMG multiplier on enemies adjacent to the target enemy increases by an extra amount equal to 25% of the DMG multiplier against the primary target enemy.
After Lightning-Lord takes action, DMG dealt by Jing Yuan’s Basic ATK, Skill, and Ultimate increases by 20%, lasting for 2 turn(s).
