This Light Cone completely covers Phaseinon’s low base ATK, since it carries 687 base ATK, the highest in the game right now. Every hit ignores 18% of the enemy’s DEF, and once Phaseinon transforms his damage output rises sharply.
On top of that, while his Ultimate is active Phaseinon acts faster because he gains base SPD rather than just a temporary SPD buff. That lets him attack earlier and more often.
This is the strongest option for Phaseinon, clearly ahead of every alternative.

If On the Fall of an Aeon is being used on another character and you own Clara’s signature Light Cone, this is still a reasonable substitute. During his Ultimate, Phaseinon is attacked constantly while its buffs stay up for the entire duration, so this Light Cone delivers fairly good value.

This Light Cone has a fairly solid damage multiplier for Phaseinon, and it also provides CRIT Rate, a very important stat for him if he has not reached 100% CRIT in combat. However, like On the Fall of an Aeon, its weakness is low base ATK.
If you are short on CRIT Rate, this is a good substitute among the non signature options. Conversely, once you have enough CRIT, it falls behind the alternatives.
If you do not have Sunday and struggle to hit maximum CRIT, this Light Cone beats On the Fall of an Aeon in quite a few situations.
While his Ultimate is active, Phaseinon gains no benefit from SPD% or flat SPD. For that reason, SPD is not considered a damage stat for Phaseinon.
That said, Phaseinon can still make very effective use of SPD tuning, especially alongside turn advancing characters such as Sunday or Bronya. This lets him build up Coreflame points faster and more consistently.
