Arlan is a Lightning damage dealer who mostly hits one target at a time. He pays for his Skill with his own HP instead of Skill Points, and the more HP he is missing, the harder he hits. With proper investment his damage is not bad, but you have to keep his HP low and keep him alive at the same time, which is a real hassle. If you have other characters to build, put your resources into them first.
A fit if you already own a strong shielder like Aventurine, Gepard or Dan Heng • Permansor Terrae and want to try a playstyle that trades HP for damage. If you are short on resources, skip Arlan.
Build Arlan like a regular CRIT damage dealer. Focus on ATK, CRIT Rate and CRIT DMG, and only get SPD up to the breakpoint you are aiming for.

CRIT Rate or CRIT DMG on the Body both work. Go SPD on the Feet first, especially if you use Glamoth, though ATK% is fine too. Use Lightning DMG Boost on the Planar Sphere and ATK% on the Link Rope.
SPD only needs to reach the breakpoint you are aiming for, then put everything else into CRIT. Try to have 2% CRIT DMG for every 1% CRIT Rate.
His Ultimate is his biggest source of damage, his Talent boosts his DMG based on how much HP he has lost, and his Skill is his damage source while the Ultimate is not ready. Level all three early, in any order. Basic ATK comes last.
Revival is the only healing in Arlan's kit, so unlock it first. Repel lets him nullify all DMG except DoT until he is attacked, as long as he enters battle with 50% HP or less. Endurance only raises his chance to resist DoT debuffs, so it can wait.
E6 Self-Sacrifice: when his HP is at 50% or below, his Ultimate deals 20% more DMG and the DMG multiplier on adjacent targets is raised to match the primary target, turning his Ultimate into a very strong spread attack. E2 Breaking Free removes 1 debuff from Arlan every time he uses his Skill or Ultimate, which is fairly useful. E3 and E5 raise his skill levels.
Arlan likes a team with two Supports and one Shielder. Yukong raises his CRIT stats and Asta raises his SPD. Trailblazer (Preservation) taunts enemies so they don't go after Arlan while his HP is low. Without Trailblazer (Preservation), Lynx gives him a good chunk of healing to keep him alive.
The whole team stacks buffs on Arlan while he uses his Skill to trade HP for damage. Arlan doesn't spend Skill Points, so Bronya can use as many as she wants. Aventurine keeps Shields up so Arlan doesn't go down at low HP. Keep in mind that the faster Arlan acts, especially when Bronya advances his action, the faster he burns through Shields, so your shielder has to be fast enough to reapply them in time.
His Shields are among the biggest in the game, with better uptime than Gepard's, and he buffs Arlan's damage even more than Aventurine does.

Also benefits from Arlan not spending Skill Points. The catch is that frequent action advances make Arlan burn through Shields faster, so your shielder has to keep up.
A 4-star who raises Arlan's CRIT stats, a good fit for budget teams.
Raises the whole team's SPD and gives Arlan extra ATK.
Lowers enemy DEF and strips their buffs, so Arlan hits harder.
His Skill, Shackle Breaker, costs 15% of Arlan's Max HP instead of a Skill Point. If he doesn't have enough HP, his HP drops to 1, and at 1 HP you can keep using his Skill with no further cost. His Talent, Pain and Anger, increases his DMG for every percent of HP he is missing, up to 72% more DMG. That is why Arlan wants to stay at low HP for as long as possible.
At low HP, even a light hit can knock Arlan down, so your team almost has to include a shielder with big Shields. His Skill costs a percentage of his Max HP, so extra HP only makes him burn through it faster, while DEF is what actually helps him take hits. His Trace Revival restores 20% of his Max HP when Arlan defeats an enemy at 30% HP or lower, so if you need a quick heal, finish off an enemy that is easy to knock out.
His Ultimate, Frenzied Punishment, only costs 110 Energy and at level 10 deals Lightning DMG equal to 320% of his ATK to the main target and 160% to adjacent enemies. Use it when enemies are lined up, especially if they are weak to Lightning or already Weakness Broken. With E6, when his HP is at 50% or below, adjacent targets take the same DMG multiplier as the main target.
His Technique, Swift Harvest, attacks the enemy immediately, and after entering battle deals Lightning DMG equal to 80% of his ATK to all enemies. It doesn't cost any HP. His Trace Repel lets Arlan nullify all DMG except DoT if he enters battle with 50% HP or less, and the effect goes away after he is attacked.
