The Herta is an AoE damage dealer who fights with her Enhanced Skill. While she is on the field, attacks from her allies can place a special mark on enemies, and the more stacks of that mark there are, the higher the damage The Herta deals. The Herta should be built as a CRIT DPS, prioritizing ATK, CRIT Rate and CRIT DMG.
Scholar Lost in Erudition is the strongest Relic set for The Herta, because it provides a very large amount of Skill DMG every time she uses her Ultimate.
For Planar Ornaments, Izumo Gensei and Takama Divine Realm works best on The Herta thanks to the CRIT Rate it provides, and she always wants to be paired with another character on the Path of Erudition.
You can also use Rutilant Arena for extra Skill DMG.
Prioritize reaching at least 80% CRIT Rate over CRIT DMG, because Herta automatically gains 80% CRIT DMG from her Trace when another Erudition character is on the team.
For SPD, any speed breakpoint from 134 upward is fine for The Herta to gain extra turns in a cycle.
If Jade is on the team and uses her Skill on The Herta, you only need to build 113 SPD on Herta.
