Bailu is an Abundance healer whose healing scales off her HP. Her Ultimate heals the whole team and gives everyone Invigoration, so allies get healed automatically the moment they are hit, and her Talent saves one ally from being knocked down once per battle. Her healing is dependable, but she brings nothing to the team beyond healing.
A good fit if you have no healer yet, need a second healer for another team, or want to replace Natasha as early as you can. If you already have a limited 5-star sustain unit, Bailu will usually end up on the bench.
Bailu's healing scales off her HP, so stack HP% to make her heals bigger and keep her alive. After that, add SPD so she takes more turns and heals more often.

Outgoing Healing Boost on the Body is the first choice, with HP% as a fine backup. Take HP% on the Planar Sphere because her healing scales off HP. SPD on the Feet lets her act more often. On the Link Rope, Energy Regeneration Rate gets her Ultimate up faster, or go HP% if you want bigger heals and more bulk.
SPD and HP% matter most, and aim your SPD at a breakpoint. Effect RES is needed if you use Broken Keel. DEF% helps her survive.
Her Ultimate is her main source of healing and what gives the team Invigoration. Her Talent sets how much Invigoration heals each time an ally is hit, plus how much HP she restores when she saves an ally from being knocked down. Level these two first, in either order. Her Skill is mostly for emergencies, and her Basic ATK is only there to generate Skill Points, so leave it for last.
Aquatic Benediction makes characters with Invigoration take 10% less DMG, and constant damage reduction like this helps far more than it looks. Vidyadhara Ichor Lines lets Invigoration trigger 1 more time, for 3 in total each time it is applied, which means more healing. Unlock both early. Qihuang Analects raises the Max HP of an overhealed ally by 10% for 2 turns, so it can come last.
Bailu is a standard character, so you may pick up Eidolons over time. E1: if an ally is at full HP when Invigoration ends, they regenerate 8 Energy, and Bailu overheals quite often. E2 raises her Outgoing Healing by 15% for 2 turns after she uses her Ultimate. E4: every heal from her Skill makes the recipient deal 10% more DMG for 2 turns, stacking up to 3 times. E6 lets Bailu save an ally from being knocked down 1 more time per battle, which helps in harder content.
Bailu handles all the healing for the team. Her Ultimate gives everyone Invigoration, so the other three can focus on their own jobs and get healed right away whenever they take a hit.
Bailu fills the healer slot. Keep Invigoration up on your allies with her Ultimate, and her Talent will save one of them from being knocked down if they take a hit that is too heavy.
Bailu takes care of the healing. While the whole team has Invigoration, have her use Basic ATK to generate Skill Points and leave them for her teammates.
Blade deals more damage when his Max HP goes up and often sits below half HP, so Bailu's damage reduction and healing keep him alive very well. Put Quid Pro Quo on Bailu and Blade also gets Energy to use his Ultimate more often.
Her Ultimate, Felicitous Thunderleap, costs only 100 Energy. It heals all allies and gives them Invigoration for 2 turns. Allies who already have Invigoration get it extended by 1 turn instead, so every time you use her Ultimate, the whole team is guaranteed at least 2 turns of Invigoration. During that time, each time an ally gets hit they are healed right away, up to 2 times, or 3 times with Vidyadhara Ichor Lines. With Aquatic Benediction, characters with Invigoration also take 10% less DMG.
Unlike the healing of many other Abundance characters, Invigoration heals an ally the moment they get hit. Say a boss hits one character twice in a row and the total damage is higher than that character's HP: the heal after the first hit can still let them survive with a sliver of HP left. A true one-shot that kills in a single hit is something Bailu can't stop, though.
When an ally receives a killing blow, Gourdful of Elixir keeps them from being knocked down and heals them right away. This only works 1 time per battle, plus 1 more time at E6. It is a very handy safety net for when a fight suddenly turns dangerous.
Singing Among Clouds heals one ally you choose, then bounces 2 more times to random allies, Bailu included, with each bounce healing 15% less. The bounces can land on someone who doesn't need HP, so treat it as a single-target heal. Most of the time her Ultimate and Invigoration are enough to keep the team healthy, so Bailu mostly uses Basic ATK to generate Skill Points.

After Technique is used, at the start of the next battle, all allies are granted Invigoration for 2 turn(s).
If the target ally’s current HP is equal to their Max HP when Invigoration ends, regenerates 8 extra Energy for this target.
After using her Ultimate, Bailu’s Outgoing Healing increases by an additional 15% for 2 turn(s).
